Everyday, the cut off point for the MOH reporting of numbers of infections for Wuhan Coronavirus is 12pm. It would mean that the daily report will include cases detected the previous day starting from 12:01pm to the current day 12pm. For eg, 16 Apr 2020's report would include cases confirmed from 15 Apri 2020 12:01pm till 12pm... 

Of course don’t expect the PAP to disclose how many negative pressure rooms in public hospitals. They are unable to admit more than 2000 cases at any one time. PAP was planning for a repeat of SARS. With only 238 SARS cases in 2003, PAP would never have imagined being faced with more than 4200 – and increasing – Covid-19...
