I blinked twice when I saw the headline of the ST article - “2 of 3 local virus cases had received both jabs of vaccine.” My half asleep brain had read “2 of 3 had not received the vaccine” which is not surprising, after all, the vaccine is reported to have a 95% efficacy rate.
