A friend called me to point out in LKY memoirs, it was recorded that his successor was chosen by the Cabinet Ministers via direct voting. While his recommendation was Tony Tan, the Cabinet voted GCT as his successor. Once that's done, they just moved on. Similarly for GCT successor, LHL was chosen by a direct voting in Cabinet.
