Do 99 year lease hold HDB flats, appreciate or depreciate with time?

I refer to reports that state that Singaporeans actually OWN their HDB lease hold flats and are not encouraged to sell their flats as it is an asset that will appreciate year on year? To be honest nothing will appreciate if there isn’t a demand or if the current supply is not able to cater to the influx of FT and foreigners. So...
