A suggestion that the govt is desperate for money would be simply brush aside as hogwash. How could the govt be short of money when they could throw parties and spent millions, hundreds of millions without a blink of the eye, spending billions on scholarships for foreigners, etc etc? And the national reserves, probably a trillion...
