I have a proposal for a sustainable permanent resident (PR) policy. I shall use China as an illustration. As of 7 Oct 2010, the SGD: Chinese RMB currency exchange rate is SGD 1 : RMB 5.1.  In China, an university graduate earns about RMB 1500 (SGD 300) in most of the big cities excluding Shenzhen, Hongkong, Shanghai and Beijing....
