It is not hindsight that the Govt lacks. In fact, they had the foresight to anticipate a pandemic in the dorms, and even required dorm operators to have quarantine plans. The legislation they passed specifically dealt with incidents like a pandemic or an infectious disease outbreak in the dormitories, and to have quarantine... 

While many had applause the government for the CB measures. I think that the government has lost the balance. Many workers who were tested healthy are still in quarantine.
