This is a another classic example of a pap ministar saying the right and clever thing but failed to do the right thing for the longest time. Singapore started taking in foreign workers in large numbers well over 30 years alearly... 

The worst case scenario has emerged with an exponential growth in infections. The Wuhan Coronavirus has hit hard at our weakest link... The foreign workers dormitories. We have been ill treating our migrant workers for all these years. I have called it "Modern Slavery" whereby the government benefited directly from such slavery...
