Let me tell you why 23,000 drivers yet to get vocational licence, the key reason is many not so educated are not able to pass the "oxford type" of exams. Those who passed first time are mostly ex-PMETs with high qualifications, mostly degree holders. This is a telling sign, the govt intends to weed out not so educated from driving...
