If Or Kim Peow Construction was already under LTA investigation for safety violations after a worker of theirs died, why was Or Kim Peow awarded the tender when there were other capable companies who bid for the job? Shouldn't there be punitive action taken while a company is being investigated? How can a company who flouts... 

Well written observation. And so true. [ LINK ] My 2 cents of thoughts. The difference is that in Cambodia most are not educated. So they were not indoctrinated when young about perceived values. They are poor already. What else can they lose? In Singapore, most are educated and have been indoctrinated. We have a HDB flat...
