考虑停用武吉班让轻轨系统的建议,恰恰是一种反映现任政府萎靡不振、缺乏方向的典型做法。 与其跳出现有的框框寻求实际的解决方案,人民行动党选择了浪费公款,舍弃耗资将近三亿元建造的交通系统。 由陆交局管辖的SMRT则借故说武吉班让轻轨系统已接近20年产品生命周期的尾声,所以理应舍弃不用。 这是违背常理的做法。实际上,世界各地拥有比武吉班让系统更旧的列车系统。一些甚至是早在19世纪时期建造,早期运作时还使用蒸汽机推动的木制车厢。 然而,列车继续运作至今,因为富有创新精神的人们不断地改造并改善列车系统。这些地方的人们对工作秉持着精益求精的精神,而这正是新加坡人民行动党领导显然所欠缺的精神。 事实是,武吉班让轻轨系统打从投入服务的一开始就状况不断。当局非但没能解决频频发生的故障,也不愿正视这个定期问题。相反的,当局更乐意专注于如何从轻轨系统中赚取利益。 这不禁让人联想到地铁系统全国性的故障问题。当前的问题无法获得解决,显然与系统“设计的生命周期”或是轨道的问题毫无关系——刚投入运作的市区线月台屏门不也脱落了吗? 实际上,问题的症结在于政府无法组织出一支具备能干领导人的团队去配置资源应对故障。 人民行动党避重就轻,选择了抄捷径——舍弃整个系统。这一举动意味着数亿元的公共开支将付之东流。对政府而言,钱财得来轻而易举,只需通过提高收费和税收即可。对新加坡人而言,则需要为一分一毫埋头苦干。 新加坡民主党吁请人民行动党勿把人民的血汗钱当作是理所当然的,务必解决武吉班让轻轨系统和地铁系统所面对的问题。 Singapore...
