作者:上海侨报 复杂的审批程序、多种限制、漫长的申请过程以及让子女放弃学习中国传统文化,让那些想拿美、加、澳等国绿卡但生意繁忙的国内企业家颇为犯难。在这样的背景下,素有“花园国家“美称的新加坡,为了鼓励有实力的企业家前往投资,适时推出了投资移民项目。 8个月:选择投资移民种类 根据新加坡政府有关移民政策规定,投资移民有如下两个途径: 第一,EDB投资方案。方案1:投资于已有的或新注册的新加坡公司100万新币;方案2:对经EDB批准的在新加坡注册的风险基金或信托基金至少投资150万新币;方案3:投资200万新币注册公司或风险基金,其中50%可投资私人住宅房地产(可以是公寓楼)。 第二,MAS投资计划,此项计划为向具有高额净资产人士提供将其金融资产留在新加坡而申请新加坡永久居留的机会。要求:个人资产净值2000万新币以上的人士;将500万新币的金融资产存入MAS监管的金融机构管理或存入300万新币的上述资产,并购买圣淘沙岛的圣淘沙别墅。 专家解读:150万新币投资项目最受青睐,需要具备以下条件:1.身为某公司股东,拥有20%以上的股份;2.能提供公司3年的财务审计报告,证明赢利; 3.能提供150万新币用于购买基金; 4.提供房产和存款证明。 200万新币投资项目申请条件差不多,500万新币投资项目申请更便捷,只要能够提供500万新币的投资款,基本没有其他附加要求。 6个月:向新加坡经济发展局递交资料 申请新加坡投资移民所需准备的文件相对简单,对材料的审核比较宽松。一旦申请成功,申请人及其配偶、21 周岁以下未婚子女即可获得新加坡绿卡。投资人在递交申请材料时,可以同时递交家庭成员的申请材料。 企业家可为以下直属成员一起申请: 1) 配偶 2) 21岁以下的子女 3) 未婚子女或可准许申请移民,但要视个人情况而定。企业家的父母及配偶的父母如一起申请移民,每位需额外投资新加坡币30万元。如父母不提出申请的话,申请 人亦可为父母申请长期探亲证在新加坡居留。21岁以上的子女和申请人父母或岳父母(如不申请绿卡)可以申请5年的长期探亲签证。 新加坡绿卡有效期5年,无居住要求。到期后可再延长5年。拿到绿卡2年后,在新加坡居住1年以上,可以申请新加坡公民护照。 3个月:申请人面试 在发出面谈信之前,新加坡经济发展局会对投资的领域、区域及存款用途进行审查,并非所有领域的投资都能获批。不批准的领域包括:购买上市公司的股票;购 买房地产并以出售或出租为目的;按摩院、伴游业、赌场及类似行业;其他任何被认为不适合的活动和操作,如偿还借款、捐赠等。 新加坡的投资移民面试时间为半小时左右,用中文进行。面试通过,申请人将收到由新加坡移民局发出的批准函,这表示你获得了“6个月有效期的原则性批准永久居留权“,全家可以赴新加坡体检了。 专家解读:因为是投资移民,面试涉及一些商业和管理方面的内容,需要准备的资料包括:1、审计报告;2、个人陈述;3、组织机构图;4、名片、笔和纸 等。面试的主题也可适当准备,例如:为何选择新加坡:请从家庭和商业两个角度回答;请介绍个人从商经历,按照个人创业经历阐述等。 +6个月:落实投资, 获受一年有效期永久居留权正式批准函 申请人需在批准函发出的6个月内,落实在申请表格中的投资承诺,递交投资证明三周内,才能获受一年有效期永久居留权正式批准函。 在最终批准函发出的12个月内,申请人全家需要到新加坡移民厅办理相应手续,所有15岁以上的申请人还需参加移民体检并提交合格的体检报告。办完手续之 后,申请人可以获得永久居民的EP(PR,俗称绿卡,新加坡人称为蓝卡)、REP(5年多次往返签证)和IC(身份证,15岁以上的申请人才需申请)。 来源:http://money.stockstar.com  Read More →

It is chargeable offence in Singapore not to give way to ambulances and it appears that the same rules will apply to YOG vehicles ferrying foreigners soon. In a sign that the PAP is becoming overly obsessed with the impending Youth Olympic Games (YOG), selected roads will be designated as "Youth Olympic" lanes to facilitate travel for overseas athletes and officials during the YOG from 5 - 26 August. According to a Channel News Asia report, the lanes will have five Olympic rings as a marking together with the words "give way" and will be present along the second left-most lanes in seven expressways and 15 main roads. The fleet of 700 YOG vehicles will have special YOG licence plates, the Olympic Rings and the words 'Give Way' in white. The same traffic penalties applied as to emergency vehicles meaning that motorists can be fined or jailed if they do not give way to these YOG vehicles.  Teo Ser Luck, the Senior Parliamentary Secretary for the Ministry of Community Development, Youth and Sports urged Singaporeans to be gracious and play a part to make the YOG successful: "So the give way concept requires all Singaporean drivers on the road support to make it work and as such if you give way to the Olympic vehicles, they can get there on time. You play a part to make the Games successful, because all the athletes will be there on time, whether it's for training, for warm ups, for competition. I think the foreign athletes and our foreign visitors will be appreciative of the graciousness of Singaporeans." Despite spending large amount of taxpayers' monies to promote the event, the response among Singaporeans remain lukewarm with manying seeing it as a "vanity fair" orchestrated by the PAP which has nothing to do with them. 来源:淡马锡评论 译者:冀居·谢 美国作家拿破仑·希尔曾经写道:“高薪和低责是很难碰在一起的两回事。” 或许当他知道这在新加坡是司空见惯,会吓得目瞪口呆也说不定。新加坡的政治领袖和政联企业高层拿回家天价的薪水却不必附带任何责任。 最近地铁车库的保安疏失轰动全国就是一个经典的例子。 在5月17日,一名瑞士籍和一名英国籍的外国人,潜入樟宜的地铁车库,然后在一节车厢上肆意涂鸦。 那节被涂鸦的车厢还照旧川行了两天,直到有名乘客把它拍成短片上载到YouTube网站。 又过了两天后,地铁当局才施施然去报警,后来解释说是他们的员工误把涂鸦当广告,接着又是一个礼拜的闷声不响。 要是换作别的国家,交通公司的头头应该要马上召开记者会当众道歉,然后灰头土脑一鞠躬下台。新加坡则好像永远是个例外。 这些日子以来,地铁公司企图淡化他们的公共责任,而政府方面则怕又掀起两年前让马士沙拉末尿遁的疮疤,也尽量不和地铁当局有任何瓜葛。 没有人知道这意味着怎样的保安危机,直到有个新加坡人写信到海峡时报言论版,质问说如果这是恐怖分子而不是涂鸦者,那该怎么办? 目前似乎政府、地铁公司、媒体、和公众都好像不知道谁该负起最后的责任? 交通部和陆交局最先发表文告撇清责任,虽然地铁车库是属陆交局所拥有,但是它说保安管理是地铁公司的责任。 过了几天,内政部也表态,它说商业机构必须负起他们对自己产业的保安任务。 地铁总裁苏碧华最后被逼表示“懊悔”,而不是就疏失向公众道歉。 所以互相推诿的结果,谁才是真正该为地铁车库的保安负责呢? 如果说地铁公司太过安逸自满,其实两个政府部门也逃不了关系。 2004年4月,政府已经成立一个公共交通保安委员会,负责以下四个工作范围:设施保安、信息科技、危机管理和公众警觉教育。从这几方面去探讨和找出弱点来改进保安系统和提出解决方案。 设施保安执行包括以下防范,为在地铁轨道上的行人天桥架设额外的围栏;在地铁站内派驻交通保安员(TSOs);还有成立多个地铁警察单位(PMUs)来做为保安员的后盾;教育乘客的警觉性和保安意识;周期性地进行灾难演习等。 很显然地,政府对于这样的编制涉入很深,全盘负起协调和管理公共交通安全的工作。2007年还主办一个工作坊,主要是“审议新加坡陆路交通所面对的安全问题,并且探讨可行的技术方案来应对所有可能的威胁。” 但是地铁车库最后竟然是这么容易被人侵入,不免让人觉得这个委员会的宏图大计也只不过是“纸上谈兵”罢了。 这回地铁车库篱笆上的缺口足足洞开了两天,还让其中一名干案者溜出新加坡。 所以谁才是真正负责地铁车库保安的大将军?标准保安程序做到滴水不漏吗?交通保安员有在车库执勤吗?为什么这回没及时拉响警报?有人在看着那些闭路电视吗? 这些都是政府官员和地铁高层必须在闭门会议套好说词才可以出来面对媒体和公众的。 从这次丑闻可以看出他们根本是群龙无首,让人不禁搔首质疑:新加坡经得起全球恐怖主义的威胁吗? 这和2008年孟买攻击后的氛围有点类似,警察、军队、保安和记者都像无头苍蝇乱窜,并且互相干扰了对方的工作。 领袖气质的最佳表现应该是在犯错后担起应付的责任,可是从过去这个礼拜的一大通“太极”,显然没有单位敢出来承担。 最可耻的应该还算是政府,所有的责任都撇得清清楚楚,把烂摊子丢回给地铁公司去收拾。 如果他们没肩膀去承接重担,怎么可以要求天价的薪水去履行他们的职务呢? 这次地铁丑闻凸显“诚实的错误”思维已经深植在新加坡政治文化里面,那些拿高薪的政治领袖几乎能逃过任何责任而不必付出政治代价。  Read More →
