作者:新加坡文献馆23/05/2010 李学数的《参加大学的服务贡献中餐》有这么一段文字:‘轮到我时负责人唸我提供威廉艾倫德隆古尔(Will Allen Dromgoole) 写的《造桥者》的诗歌: 在一个寒冷阴沉的夜晚, 一个老人走在孤独的路上,不久来到一个巨大、深厚的裂口,裂口下流着迟缓的水流。 他在微暗中走过去, 但是,当他安全到达彼岸时, 他回头在那里造了一座桥樑。 旁边一个旅人说:“老人家, 你是在浪费你的力气和精神, 因为这天结束时,你的旅程亦将结束, 你绝不会再经过这里, 而你已渡过这个巨大、深厚的裂口, 你却还要造一座桥,这是为了什么?” 造桥的老人抬起他那灰白的头, 说:“这位朋友,在我来的这条路上, 有个少年跟在我后面, 他必定也会来到这裂口旁。 这个地方对我是没构成烦恼, 但对那位少年却可能是个圈套。 因为他也必须在微暗中渡过这裂口, 我这座桥是为他而造的,这位朋友!” 我的感言简単:感谢圣荷西州立大学提供我机会从事教学和研究,我是为年青一代造桥的人,如果有来生我仍愿意从事教育的工作’。 在李学数的另一篇短文《我们都是造桥的人》:‘有河,于是就应该有桥,于是就有造桥的人。我们现在生存和生活所取得的一些成绩和成果,都是有许多人在我们的前面铺路造桥。当我们要走完人生道路,不应该忘记还有后来人,我们应该给他们造路建桥’。 诚然,造桥者都是一群社会文化的先行者,他们在利他主义下铺路造桥为另一群后来者的人文利益做出无私的贡献。世界文明之所以会与时俱进的向前发展就是因为在人类社会里有着这么样的一群造桥者在默默耕耘。 然而,人类文明的发展从来就不是一帆风顺的往一个方向延伸,其间也必然会有来自外在因素的干扰,从而改变文明发展方向或者甚至于文化的灭亡。比如,大自然的天气变化就会导至一个文明的消失。舍此之外,人为因素亦是文化灭亡的主要导因。比如,当一个文化被另一个文化侵犯,那么,被侵犯的弱势文化就会走向变质而 最终灭亡;宛如一棵被攀藤植物纠缠不休的树木,最终会因缺乏阳光与养分而逐渐枯萎死亡。理所当然,强势文化的推行者就是弱势文化的拆桥者。 回顾新加坡传统华文教育历史,看看在这伟大使命与崇高人格的背景下,谁是新加坡母语文化的造桥者?谁又是新加坡母语文化的拆桥者? 1819年新加坡开埠后,英殖民政府对新移民的福利采取不闻不问的态度。贫困的华人社会在宗乡组织的动员下,自力更生的兴办教育,华人的文化教育就是在积少成多的支援下,虽然举步艰难,但却一步一脚印的一路往前发展。 1854年陈金声创办的萃英书院是用方言作为教学媒介的私塾。1905年,陈楚楠等人设立的养正学堂是第一所采行近代学制的华文小学。在随后二十年里,应新、启发、端蒙等十多所采用近代学制的华文小学相继创建。 五四运动那一年,南洋的第一所华文中学设立了。1919年陈嘉庚和林义顺创办了华侨中学;林文庆创办了新加坡第一所专门让女生就读的新加坡女子中学。二战爆发前,另有南中、公教、中正三所华文中学相继开办。据统计,到1940年,当地华文中小学校达 351所。 1950年代,新加坡和马来亚,以至于周边国家的华人社群,在陈六使和黄奕欢等等华社领袖的率领下动员华人资源创办东南亚华人的第一所大学 – 南洋大学。这是东南亚华人社会为了学习与保存母语文化教育而共同兴建的一座文化堡垒,让华裔的后代有一道横跨异域文化的母族文化桥梁。 东南亚华人文化之旅始终面对艰辛的外在环境挑战。统治新加坡的英殖民政府在1877年设立华民司,来对抗刚成立的清朝廷驻新加坡领事,以遏止清领事对南洋华 社的政治影响力。这种政治权力的争夺,导致英殖民政府对华社的进一步干涉与管制。于是乎,华文教育体系就从此长期的在这一种政治思维下,面对政府的严格管 制。 1920年起始英殖民政府开始立法管制华文学校的兴办,课程内容,教师,教学,与行政管理。二战后,教育部试图以财经援助为条件来夺取华校的管理权力,并通过卫生环境条件与学校视学等政府行政权力左右华校的发展方向。 与此同时,政府大力提倡免费英语教育来吸引华裔子弟入学,并且尝试推出国民型学校统一英语为教学媒介。 在这种恶劣大环境下,华校不仅面对经费不足的困难,更面对政府政策上的歧视,特别是毕业生的就业机会;华校文凭不符政府雇员的基本语文条件。在这种人为因素的干扰下,原本华人子弟进华校就读的社会现象逐渐改变,从而逆转,于是乎,华人子弟受英文教育的现象日渐普遍。 1950年代中期是新加坡传统华文教育的顶峰时代,当时东南亚华社动员人力物力筹建了南洋大学。英殖民政府极力反对南洋大学的创办,在不获得政府支持情况下,南洋大学筹办委员会以公司组织来取得大学法人地位。从历史文献中,可以得知英政府在无法阻挡南洋大学的创办后,决定以挑衅南洋大学的学术水准为借口来打击南洋大学的校董,教职员工以及学生的心灵与士气。 白里斯葛学术评审委员会:白里斯葛,洪煨莲,钱思亮,胡恩威,谢玉铭就是在这种历史 背景下由林有福,周瑞期等等反对者的动员下进行审核南洋大学的学术水平。整个审核过程是在秘密的情况下进行,由委员们聆听各个供证者的一面之辞。这个听证会在匆促中进行与完成报告书。这其间委员们既没有审核学生的学习与作业,亦没有约谈学生,更无实地考证大学的实际运作。 白里斯葛报告书以大学的建设简陋与不足等等的学习环境欠佳为理由,建议新加坡殖民政府不可以给予南洋大学文凭和其他大学文凭同等的对待。在白里斯葛报告书完成后, 所有有关的证人供词全部销毁,局外人无从知道整个学术审查的过程是如何进行,是由谁供证,又是如何总结陈词并得出结论。事实上,南洋大学才刚开课,所有学生都还在学习的阶段,显然的,白里斯葛委员会得出的只是一个政治判决,完全与南洋大学的学术水平没有关系。 1959年李光耀上台执政,在母语教育政策方面李光耀政权沿袭英殖民政府的政治思维与政策方向:英殖民政府把华文教育者等同共产党都是反社会分子,把华校看成是培育反政府思想的温床。在这一种思维心态下,新加坡的传统华文教育持续受到人民行动党政府的严格控制与歧视。 人民行动党政府对南洋大学持反对态度。人民行动党主席杜进才告诉南大生:在东南亚的土壤里是不会长出中国的花果。继白里斯葛报告书后,李光耀政权再没立了魏雅聆委员会进行改组南洋大学,以马来亚大学法令为蓝本来发展南洋大学。其最终的政治目的是把南洋大学变质为英文大学。 委员会主席是魏雅聆,委员有6人:翁姑阿都阿芝,符气林,黄丽松,廖颂扬,连土升与史林尼哇山。成员多是来自或与馬来亚大学有关的人士。连士升是华文报业人士。秘书是谢哲声与关世强。关世强也是白里斯葛委员会的秘书。 人民行动党政府为了进一步落实全面控制南洋大学的政治目的,在适应新环境需要的借口下,再成立一个课程审查委员会,其成员有:王赓武,汤寿柏,王叔岷,许少治,林和合,卢曜,刘孔贵。这个审查结果是王赓武报告书的出台。王赓武报告书全面的约束了南洋大学的学术发展空间。 诚然,强化对南洋大学学术水准的置疑,使到许许多多对南大生的歧视与不正义的政策与心态合理化。李光耀政权打击了南洋大学,也就打击了传统华文教育体系,进而消灭了培育反政府思维的温床。 1972年2月出炉的《吴庆瑞报告书》确立了英语为第一语文,母语为第二语文的政策。这政策落实了华语沦为第二语文的社会现实。 1979年李光耀决定以特选华文中学取代传统华文中学,以英语为教学媒介。至此,在新加坡有过百年历史的传统华文中学步入历史。1980年李光耀通过把南洋大学并入新加坡大学的手段,合法的接管了南洋大学的一切资产。至此,东南亚华人教育体系的最高学府亦步入历史。 回顾新加坡华文教育历史,最具讽刺意味的是,英国白人殖民政府始终无法实现的消灭传统华文教育政治目的,却在‘身为华人’的李光耀政权时代成功完成。 参与这时段的主要政治决策人物有李光耀,先后出任教育部长的杜进才和吴庆瑞,其他的还有陈庆炎和蔡祟语等等。这其中身为南大副校长的卢曜,和教育部高官关世强亦扮演了重要的角色,两人都是前殖民政府的官僚,做为李光耀政权的全权代表,分别在南洋大学的里外支配了南洋大学的命运。 人类的文明历史就是在创造与摧毁的博奕下,跌跌撞撞的发展,时而往前,时而退后。新加坡华文教育已经消亡多年,理所当然,社会的华文水平必然每愈况下,这一观察不具争议性,因为华文B水准就是一个铁证。 如今的新加坡社会是往白种新加坡华人的方向发展,因此,新加坡华裔不学华文与不说华语,看来不也应该是理所当然与完全合乎情理之事? 在新加坡历史里,是谁扮演了母语教育造桥者,又是谁扮演了母语教育拆桥者的角色,这件史事是黑白分明,没有争议。 备注1:李学数,又名李信明,南洋大学数学系第八届毕业生。1945年出生于新加坡,在马来亚柔佛昔加末华侨中学就读初中,高中毕业于新加坡中正中学。留学 加拿大马尼多巴大学(Manitoba University),获得数学硕士学位。1973年起在法国Universite du Paris-Sud 从事7年半研究工作。以后到美国哥伦比亚大学(Columbia University) 攻取电脑硕士学位,1984年获得 Stevens Institute of Technology 数学博士学位。现任美国圣荷西(San Jose) 州立大学电脑系教授。李学数汇辑收录在http://nandazhan.com/lixueshu.htm  Read More →

NTUC's Secretary-General Lim Swee Say was quoted as saying in Channel News Asia: "The National Wages Council recognises that not all industries and enterprises would perform the same level. The quantum of wage increases, in terms of total wage increase, would depend on individual companies. But what is important is that based on the performance, most enterprises would give a fair share of gains, at the same time keep the wage increase flexible. This means not all must be in the built-in wage increase, some can be on year-end bonuses." The guidelines made by NWC are non-binding as there is no minimum wage system legislated in Singapore. To compound matters, there are no independent trade unions as well thereby leaving Singapore workers completely at the mercy of employers to decide their salaries. The only legal trade union NTUC is a pseudo-PAP organization which is always led by a PAP minister. Singapore workers have few bargaining prowess due to the relentless influx and easy availability of cheap foreign workers in the labor market which depressed their wages. N.Korea Threatens War Over Cheonan Report

Chosun Ilbo, 25 May 2010 North Korea on Thursday threatened "all-out war" if South Korea takes punitive action over the sinking of the South Korean Navy corvette Cheonan on March 26. The South Korean government in an official report the same day announced that the shipwreck was caused by a North Korean torpedo attack. A spokesman for North Korea's powerful National Defense Commission called the findings a "fabricated farce" and offered to send an inspection group to South Korea. It threatened "drastic measures including an all-out war" if Seoul takes sanctions against it. "Such an all-out war would be a holy war to completely wipe out the base of the traitorous clique and establish a great unified nation," he said. The statement was issued around 10:30 a.m. Thursday, a mere 30 minutes after a South Korean government spokesman began reading the report on the findings -- an unprecedentedly swift reaction from a normally glacial regime. "It seems that they released a prepared statement immediately after the investigation team showed the decisive evidence, a torpedo propeller, to the public," a government official said. "This is proof that the North thinks the situation is serious."   The statement said there must be "no shred of doubt about the material evidence to be produced before the inspection group" from North Korea.
