REACH Forum to “engage” Singaporeans on May Day Rally

The PAP's REACH Forum will be rolling out a series of initiatives to "engage" Singaporeans and to show that the PAP is "listening" to them during this year's May Day Rally. Besides launching a dedicated website to provide constant live updates to the various feedback channels, it will conduct a telephone poll to garner feedback from Singaporeans on the Rally. An e-Townhall webchat chaired by Minister of State to the Prime Minister's Office, Heng Chee How, REACH chairman, Dr Amy Khor, and NTUC Assistant Secretary-General, Mr Ong Ye Kung will also be organized. The REACH Forum was launched amidst much fanfare a few years ago as an official channel for Singaporeans to provide feedback directly to the PAP. However, its website has suffered from poor traffic and its Facebook membership languishes far behind those run by independent socio-political blogs. There is a perception among some Singaporeans that their feedback posted on REACH will end up inside a "black hole" with no concrete action taken. The ruling PAP controls 82 out of 84 seats in Parliament with no opposition to check on it. As such, no external parties can exert any sort of political pressure on it. Unpopular policies are often forced down the throats of Singaporeans as "bitter medicine" for their own "good". The media is tightly controlled to serve as the PAP's mouthpiece. Law Minister Shanmugam reiterated in Parliament lately that Singapore needs a "strong" government with a "clear" majority. 吳慶瑞不滿處理海員糾紛手法‧納丹揭50年前險被開除

作者:《星洲日報》2010.04.28 (新加坡)新加坡總統納丹在新書《我為何在這裡?》(《Why Am I Here?》)揭露,目前條規分明而享譽國際的新加坡海港,在50多年前曾因航運業相關法律框架散亂無章,致使政治領導人與公務員之間出現緊張關係。 他也曾因“政治主子”的一句話而差點丟飯碗。這句話大概就是前副總理吳慶瑞博士半個世紀前對當年還是一名海員福利官的納丹說出的重話。他當時因不滿納丹處理一起海員糾紛的手法,怒而下令將後者解雇。 納丹差一點遭開除的那一年是1959年,適逢人民行動黨在大選中擊敗勞工陣線而實現新加坡首次政權交替的時刻。同歷史一再證明的一樣,當年隨政權交替而來的是一片人心惶惶,因政局不穩定而亂糟糟的情況衝擊的不只是民間,也打擊了維持國家治理機器運轉的公務員士氣。 指“行動黨走卒”為所欲為 在這本書中,納丹還揭露當時有一群自稱與新政府有“關係”的“行動黨走卒”,時常借自己“朝中有人”而為所欲為,嚴重影響了公務員的職務,致使整個公共服務陷入消沉的情緒中。而他也不禁根據當年的亂象,作出“這或許是個披著民族主義外衣的左派政府”的結論。 不像現今的作者大多用電腦寫作,納丹是以約1年的時間用筆完成這本書的手稿,並在2006年交給新加坡國立大學海事研究中心主任陳忠義教授,並在他的極力勸說下,答應將手稿集結成書。 然而,納丹直至週二(4月27日)在國大大學堂舉行的新書發佈會上還在猶豫是不是應該將這本他聽從友人的建議,將沉積在記憶裡的往事寫下來的原稿拿去出版,並懷疑到底會不會有人想閱讀。 國大海事研究中心共印發了3000本,除了新加坡各所大學的主要圖書館,民眾也可到國家圖書館借閱。本書也從今日(週三,4月28日)起在國大合作社(NUS Co-Op)出售,售價為29元9角。 来源:http://www.sinchew.com.my/  Read More →

聯國人權會:和諧受肯定‧種族政策待改善

作者:《星洲日報》2010.04.29 (新加坡)聯合國人權理事會特別報告員前往新加坡實地考察後,肯定新加坡的和諧政策,不過當地公共住屋、教育、勞工和移民等方面的種族政策,仍有改善空間,而其中外來工人的人權問題,則是急需改進。 聯合國人權理事會委任的考察當代形式種族主義、種族歧視、仇外心理與相關非容忍行為的特別報告員穆伊蓋對獅城進行8天的實地考察後,對政府透過政策和各種社會發展計劃,促進社會和諧給予肯定。 他在長達7頁的聲明中,對當地政府組屋種族配額制、加強移民政策、儘早簽訂各項國際人權公約等,提出建議。 開放對待報告建議 新加坡外交部隨後對有關建議發表文告,表達政府的立場,並針對因穆伊蓋不清楚當地情況而提出的建議,以及對一些事實的錯誤陳述,逐點作出回應。 “新加坡政府期待看到穆伊蓋的最終報告,因為維持種族和諧對我們至關重要,政府將抱持開放態度,準備考慮任何在獨特國情下,有助推進這一目標的可行建議。” “我們不期望穆伊蓋同意大馬所採取的所有做法,也不一定認同他與我們分享的一切看法。在面對涉及如種族這麼複雜的課題時,這種意見分歧是很自然的。我們將在看到他最終的報告之後,根據情況再作出適當回應。” 指煽動法已不適用 對於穆伊蓋指為防止種族衝突,而制定的煽動法等法令已不適用的說法,外交部表明政府須加以反對。 “種族、語言和宗教在新加坡永遠都是個敏感課題,但是,這並不意味著人們不能討論,只是我們必須在言論自由與維護種族與宗教和諧之間,求取平衡。” 此外,穆伊蓋也質疑大法官以獨立司法首長身份,擔任少數種族權利總統理事會主席,可能涉及利益衝突,但獅城政府則認為他是未充份認識到這個理事會的作用,進而發表錯誤的見解。 文告指出,大法官陳錫強已親自向他解釋如果出現任何利益衝突情況,大法官必將迴避。 加入人權公約不擺姿態 另一方面,新加坡政府目前正在研究一些國際人權公約,因此也不排除加入的可能性。不過,外交部強調獅城不會為了擺出某種姿態,而加入任何沒有實質價值的公約,因為一旦加入,就必須準備執行所有條款。 新加坡政府是在穆伊蓋要求下,邀請他到當地進行考察訪問,後者週三(4月28日)也到外交部同,與外交部長楊榮文會晤。 来源:http://www.sinchew.com.my/  Read More →
