Lim Swee Say wants Singapore to be a “nation of bottleneck breakers”

NTUC Secretary-General and PAP minister without portfolio Lim Swee Say has issued a challenge to Singaporeans to become a "nation of bottleneck breakers". He did not elaborate more on his definition of "bottleneck breakers" except that it will be key to Singapore's drive to achieve 2 to 3 percent growth in labor productivity yearly over the next decade, a target set by Prime Minister Lee Hsien Loong. Urging companies to share gains from productivity improvement with workers, Mr Lim added: "Only then will productivity and innovation be sustainable and inclusive. Only then will we become 'a nation of bottleneck breakers'." Mr Lim is well known for his use of fanciful terms such as "upturn the downturn". He had previously used bra company Triumph as an example to illustrate the use of innovation to improve labor productivity in Parliament. Singapore's labor productivity has declined over the last few years caused partly by the relentless influx of cheap, foreign workers, which is one of the lowest among developed countries. Foreigners now make up one third of Singapore's workforce, the percentage goes up to 44 percent if PRs are included. They are found across all sectors and industries and are allowed to compete directly with Singaporeans for jobs which can otherwise be taken up by them. Despite rising unhappiness among Singaporeans, PAP leaders are adamant that foreigners are "essential" for Singapore. 作者:《星洲日报》26/04/2010 (新加坡)近600人签署网上请愿书,吁请新加坡教育部不要减低母语成绩在小六会考的比重。 发起请愿活动的南洋理工大学中文系三年级生刘志强(25岁)说,“我担忧这项政策若施行后,所可能带来的后遗症,觉得有必要提供一个能让民众表态的管道。” 新加坡教育部长黄永宏早前受访时透露,教育部将探讨是否减少母语成绩在小六会考所占的比重,引起不少国人关注。网上请愿书3天前设立,截至今日(周一,4月26日)早上已有588人签名。 请愿书列出的反对理由包括︰小学母语难度目前算合理,再降低成绩比重,将影响学习心态,减少学习动力,导致母语的阅读、书写能力减弱。 刘志强说,上述政策若实施,发出的讯息是“母语较不重要,学生不愿花功夫去学习,教师们把母语教得再生动也是白费”。 华文学习研究院院长蔡志礼博士说,过去关心母语教育的群体,一般较沉默,但如今出现关注母语教育又肯表达意见的年轻新群体。 “他们是新加坡双语政策的产物,意识到精通双语的重要。” 如今进大学、初院,已不强制计算母语分数。若降低母语成绩在小六会考比重,等于最后一道防线也没了。 “学习一个语言的黄金期是12、13岁以前,小学的学习母语阶段很重要,若错过或没把握好,将来想重新掌握,会很困难。” 有网友坦言,当初没努力把母语学好,不希望下一辈重蹈覆辙。不少人说,尤其出国工作、留学时,意识到自己受益于双语政策,担心母语比重调整,大马这个优势将消失。 来源:http://www.sinchew.com.my  Read More →

作者:冀居·谢 这篇文章是因为上面这个报纸标题有感而发的。报纸标题说 “定冷静日为防止投票日前夕或当天出现骚乱”,这是很严重的指控,有什么前例、明证或研究趋势吗?没有。甚至是谁在国会讲的都模棱两可,好像是早报编辑的自由心证。 文中引述再诺在国会说,1997年静山集选区行动党面对工人党的重击挑战,在开票后群情激愤,事后想起来还冒冷汗。这样的一个例子,除非今后选举不开票,不然跟冷静日有什么关系?此外,整个事件警方后来有定调和说法吗?再诺冒冷汗是因为自己天生娘泡吗?这也说明再诺在行动党的卵翼下从未见过大蛇放屎,建议行动党总部不妨公费派再诺出国去观察泰国的红衫军示威。 执政党这次在国会提出修改选举法的三读,是假公济私、徇私牟利,除了大巴窑报业控股大厦那班人,谁不知道是个怕输的馊主意,稍有良心的报人都应该写《行动党的尴尬》,而不是 《林瑞莲的尴尬》,此乃“专业无常识”又一明证也。 林宝音在今年一月份已经在海峡时报撰文,指出“冷静日”的提出肯定是人民行动党对来届大选如坐针毡——很不自在。设立了冷静日,“一定是利多,多了这些措施,相信会有更多新加坡人投票给行动党。”——是个怕输法案。这本来使到行动党在通过这个法案时的表演更加艰巨,需要更具说服力和耸动性,想不到主流媒体却完美奉献,先挑反对党的毛病,说是别人的尴尬。 这项法案也不是说不能提出,也不是说不能通过,毕竟在民主程序下样样都有可能,可是背后折射的却是行动党不相信民主制度,甚至嘲讽民主制度的思维。 行动党由于多年来一党独大,已经产生一种新加坡非他们莫属的思维,对于选举兴趣缺缺,从而生起敷衍选民之心,对于他们认为的“杂音”施与安抚的手段,这就是非选区议员从六位增加到九位的原因。至于选票方面,他们只在意自己那66%里面的中间选民,怕得是游离的太多面子挂不住,所以需要冷静日捡拾一些“回心转意”票。这和《曹刿论战》完全是反其意而用之,人家是要“夫战,勇气也。一鼓作气,再而衰,叁而竭。”行动党等的是人家“三而竭”,少输当赢,你说有多尴尬就有多尴尬。 民主选举本来就是激情、理想主义和肾上腺素迸发的群众运动,美国奥巴马的当选演讲,还有澳洲陆克文的当选演讲都激愤人心,听者都热泪盈眶,后来也的确推出新政,有什么不好吗? 此外新加坡国会制度把立法和行政揽于一身的做法也开始出现弊端,就是执政党仗着人多势众,把立法、修法当过家家酒。最臭名昭著就是民选总统法,一开始有人以为 自己要坐大位,于是把尚方宝剑和两把钥匙都给了总统,不想后来情况有变,于是就组成一个三人总统顾问团来陪总统读书。后来内阁又觉得开国库掣肘处处,于是又修法复印了所有的钥匙。最后这个“民选”总统变成“英英美代子”,拿着纳税人给的三百万年薪,躲在总统府阴凉的角落吃着龙虾大餐,用钢笔一字一句写回忆录消磨时间。 看有哪个法律研究专家愿意去探讨这些年来新加坡民选总统法规的沿革,以及每次的修法借口,就知道行动党如何把人民当猴子耍了。 来源:大马论坛  Read More →
