作者:中新网 10/03/2010 据新加坡《联合早报》报道,新加坡官委议员张松声指出,学校目前培养的学生,华语水平不能满足企业界的需求,他也担心学生华文水平降低。 作为中华总商会会长的他在9日进行的新加坡国会拨款委员会辩论教育部的开支预算时指出,过去十年,新加坡本地华族学生的考试成绩一年比一年好、及格率高,对华语的听、说、写和阅读能力应该没问题。不过,总商会所面对的情况却似乎相反。 他说:“以中华总商会为例,现在想找到精通双语,能在秘书处独当一面的人才并不容易。总商会属下133个商团会员,几千家公司会员也面临同样困境。许多 年轻人,华文成绩不错,甚至考到A1,但在实际应用中,却力不从心,错字连篇,词不达意。真正的双语人才可说是凤毛麟角。” 鼓励公开场合多讲华语 过去几年有越来越多人到中华总商会学习华文,张松声担心,这反映了学校的华文教学标准太低,学生毕业后才需要恶补华文。 “目前,华社最为担心的是,政府可能为了迁就少数怕学华语的学生,而把教学标准一再降低。”他担心,新加坡可能因此失去双语优势。张松声鼓励更多政界领袖和成功人士在公开场合多讲华语,特别是公共服务部门,要加强华语文告的水准,以起带头作用。 他说:“在世界掀起华文学习热时,我们的华文教育水准也必须全面提升,培养真正掌握听、说、读、写技能的人才,而不是“半桶水双语“。” 而为达成这个目标,他认为政府和社会各界可合作,共同打造学习气氛与环境。“中国人在努力学英语,西方人在努力学华语,新加坡人只有更加努力,才能继续保持双语优势。” 政府国会教育委员会主席杨莉明也关注新加坡的华文水平,她呼吁当局不应该假设母语在本地已经成为一种外语,来检讨母语教学。 她说,新加坡学生跟外国人学习华语的环境不同,因为前者处处能接触到华语。她因此呼吁当局不应该以假设母语在本地已经成为一种外语的基础,来检讨母语教学。 反对党区议员刘程强(后港区)则担心华文B课程被滥用,例如原来程度不差的学生,因为排斥华文而不认真学习,宁愿选择华文B。他也呼吁教育部检讨华文B存在的利益。 来源:http://news.sohu.com  Read More →

作者:中央社12/03/2010 新加坡国会今天提出动议,将政府提出的宪法,总统选举法与国会选举法等3项修正草案排入议程,为2012年2月前举行的下届大选铺路。 新加坡宪法等法案的修正,主要是总理李显龙(Lee Hsien Loong)去年5月宣布政治变革措施。李显龙当时表示,这些变革反映更平衡的选举制度,也反映新加坡人对政治的诉求,并提供国会更多元的意见。 此外,国会选举法和总统选举法修正草案,是李显龙去年11月设定投票前冷静日制度而提出。 李显龙当时指出,决定要修改法律,把国会选举和总统选举投票的前一天订为冷静日,政党的竞选大会,登门拜票和公开展示政党标志的行为都在当天遭禁止,且禁令延伸到网路,以让选民有冷静时间思考。 不过,由新加坡政府主权基金淡马锡控股所持股的电视与报章媒体,仍可继续报导选举相关事务。 此项提议一出,立刻遭反对党工人党秘书长刘程强(Low Thia Khiang)和新加坡知名作家林宝音(Catherine Lim)批评,指执政党是担心反对党会把投票前一天的竞选大会热情转化为选票,而政府控制的主流媒体则可在选前一天继续报导对执政党有利的消息,无形中造成选举的不公平。 来源:http://iservice.libertytimes.com.tw  Read More →
