Associated Press, 11 March 2010 Tourists in the Thai capital should brace for more traffic than usual and avoid sites near anti-government protests this weekend that authorities fear could turn violent, the government spokesman said Wednesday. More than 30,000 security officials will be deployed around Bangkok and 46,000 "civilian defense volunteers" are on standby for rallies scheduled to start Friday and run several days, said the government spokesman, Panitan Wattanayagorn. Supporters of ex-leader Thaksin Shinawatra, who was deposed in a 2006 coup, have called for a "million man march" to begin nationwide Friday and converge in the capital Sunday, where they plan to possibly remain several days. Authorities estimate the turnout will be tens of thousands. On Tuesday, the government invoked its Internal Security Act, a law that gives the military special powers to restore order if necessary. It cited intelligence reports about plans to instigate violence at the rallies. "We have confidence that we can manage to get through this situation peacefully," Panitan told a news conference attended by police, military and Bangkok city officials. "But due to the large number of demonstrators planning to come we have concerns." Tourists and foreigners are not targets of the protesters, who are calling for Prime Minister Abhisit Vejjajiva to resign and pave the way for fresh elections. Popular tourist attractions the Grand Palace and backpacker street Khao San Road are "areas of concern" because of their proximity to the main protest site, said Bangkok Metropolitan Authority spokesman Thanom Onkeppol. Protesters plan to gather at an open field near the Grand Palace, and spread around the area. Tourists should avoid the areas "if that's possible," said Panitan, adding that more than 50,000 tourists pass through the Thai capital every day. Some two dozen foreign embassies have issued advisories, including the United States which urged Americans to stay away from the protests where "violence cannot be ruled out." Protest leaders from the pro-Thaksin movement, the United Front for Democracy against Dictatoriship have repeatedly said they will gather peacefully and accuse the government of hyping security concerns to make them look bad. Authorities fear a repeat of April 2009 when tens of thousands of Thaksin supporters paralyzed major Bangkok intersections and sparked violence that killed two and injured more than 120 people. Thailand has been gripped by a political crisis and sometimes violent protests since 2006, when Thaksin was ousted for alleged corruption and abuse of power. In 2008, when a pro-Thaksin administration was in power, anti-Thaksin activists seized Bangkok's two airports and stranded thousands of tourists. Bangkok's international Suvarnabhumi Airport has a contingency plan in case of emergency, an airport statement said Wednesday. 来源:新加坡文献馆 10/03/2010 近日,网上转载两则提及新加坡选举文化的访谈与评述,其中两个观点看来有略作补充的必要。其一,‘新加坡人民行動黨為何能長期維持統治?就是靠政府部長議員長期跟老百姓保持接觸’;既执政党在制度上要求議員每周去民眾聯絡所接受選民質詢。 其二,‘选举局所谓的“投票 (Election Department) 是秘密的”,指的是任何人都无法从选票得知选民身份,避免选民受贿或遭到恐吓,从而保证选举过程的透明、公正’。 这些观点反映了新加坡社会对选举文化认知的一个层面,但这仅是表面现象和真实情况之间是有着相当的落差。 首先,执政党规定国会议员定期接见选民是人民行动党之所以能够长期维持统治的这一种论说,主要是建立于特定的假设基础上:1. 这种做法是有效率的,2. 人民行动党因为这一项服务而获得人民在选票上的支持。 真实情况是否确实如此?在解答这个问题之前,有必要先认识新加坡政治文化的内涵。 李光耀严峻禁止任何形式的民间反对意识的萌生,为此,对民间冤情的申诉有其一套的规范管理方法,这就是求情(petition)文化。当人民受到政策的负面 不良影响,或者不满政府官员在行政上的某些决策,又或者在生活上遇到无法解决的困难时,都得通过执政党的国会议员向政府提出书面的申诉,要求舒困解厄。 在新加坡的大环境里,处理社会不满是一个受管制的政治过程:人民必须通过议员进行申诉。申诉目的是寻求政府在行政上更为宽容,包括减少对当事者的惩罚,或者修改对当事者不利的原有行政决策,又或者解决当事者在生计上的困难。 按惯例,这些申诉往往都以个案形式做个别处理,禁忌集体抗议以避免出现集体诉讼的状况。虽然行业可以集体反映困境,但处理上还是采用个案来个别处理,这在战略上是以各别击破来全面瓦解团结就是力量的潜在社会对抗意识。 李光耀通过求情文化把社会不满有系统的导引到一个受到政府规范的调停机制。这一手段一来让政府收集民情尤其是人民对政策的不满,二来,让执政党议员进行初步 的危机处理。此外,通过执政党的渠道去解决问题,不仅仅可以让政策受害者在解舒之后有感恩图报的政治回报,亦可以有效阻止反对党利用社会不满而培育反对势 力。 在求情文化的背景下,议员接见民众是在执行规范社会的调停机制。由于这一制度安排是从李光耀的政治利益为出发点,所以改变决 策的空间大小取决于在考量了李光耀政治利益后的剩余价值大小。说白了,不符李光耀政治思维或者有损李光耀政治利益的求情申诉是不会也绝对不可能取得成功。 这一点观察有其合理性,理论上,吻合人民行动党的功利务实主义;不做对本身没有政治利益的无偿公共服务,事实上,亦可以从观察到的社会现象来确认。 回顾历史,早年的养猪业政策和上世纪末的观赏鱼养殖场搬迁决策的反反复复过程中,其政策受害者都通过资深内阁部长的求情书试图扭转乾坤但均徒劳无功。约两年 前,一名正当壮年的失业汉在求救无门走投无路后跳轨轻生。记忆犹新的事件中,两各年长者先后以拳头和拨汽油纵火回应一名人民行动党国会议员;一名市民以口 头‘威胁’一名人民行动党议员的罪名入狱:一名低智力青年因为不堪母亲遭受一名人民行动党议员的语言羞辱愤而破坏公物被警方逮捕。 这些为社会熟知的事件反映了议员接见选民的真实状况,不仅反映了执政党议员的素质和教养,更置疑了议员接见选民对解决民生困难的有效性。 求情文化是为人民行动党的政治利益服务一说并非空穴来风而是有所根据。 人民行动党政府在保护乌敏岛的一片海滩上‘从善如流’,其利益考量是对内可以满足中产阶级的诉求,对外可以修补因为广泛填海而破坏生态环境的负面形象。有了 这种正面与明显的政治回报,何乐而不为?此外,这亦只是权宜之计,不过是暂时性的延缓执行,填海计划並没有因为抗议而永远取消。 在当年的有关议员权力的国会提问上,无选区国会议员惹耶勒南得到内阁部长的清楚回复:无选区国会议员没有政治权力,政府官员不必对他的去函给于答复。由此可 见,议员协助解决民生困难的人民利益并不是人民行动党部长的优先考虑因素。相反的,人民行动党更在意于反对党利用这一政治过程来累积政治资本。 从这一解读可以意识到,执政党议员接见选民是人民行动党持续执政的论说是相当牵强的。那么,新加坡人民行動黨又為何能夠長期維持統治? 长话短说,人民行动党之所以能够长期统治的最主要因素是得益于选举制度的设计,换言之,人民行动党的胜利是来自选举制度的必然政策结果,而非人民的投票支持结果。 新加坡选举只是人民行动党政府主持的一个民主仪式;外表包装多于实质内容,因为体现民主精神的一人一票选举制度已经有名无实。在人民行动党处心积虑的精心规划下,一人一票制度在集选区内已经变质为有人无票制度。 新加坡的社会现实是许多历经多届大选的中年人,却从来不曾有过实际投票的经验。在制度设计下,人民行动党可以不战而胜,因为缺乏资源的反对党没有能力参与集 选区的竞选,在无竞选情况下,选民就只空有投票的权力,没有投票的机会,所以一个重要而又基本的认知是:人民行动党政权并非来自新加坡人民的一人一票的确 实投票结果。 其二,在新加坡的政治环境下所谓的“投票是秘密的”应该只是一句空洞的政治游戏口号,至于是否能消除选民的心理负担从而确保选举公正,那就不得而知。“投票是秘密的”这说法在定义上是正确的,但现实却未必就是如此。 新加坡选票都有编号,所以按图索骥是绝对可行的,政府可以轻而易举的查证选民的投票决定。当年还在大学任教的许通美就曾经批评选票编号制度,认为选票的可追 查性会对选民心理造成一定的影响。然而,由于秋后算帐的恐惧心理负担可以有效遏止人民毫无顾忌的投反对票,所以人民行动党始终坚持使用选票编号制度。根据 野史,当年的街边小贩就因为害怕生计受到影响而不敢投票支持反对李光耀的候选人。 在一些分析1960年代中末期的朝野势力消长的政治斗争过程的文献中,就有学者指出人民行动党政府巧妙利用来自新马合并公投的机密信息,进行有系统的城市重建,针对性的摧毁反对党势力密集的地区。 这一种政治作业的现代版本就是选区的重建与重新划分。政府以方便选民投票的堂皇名堂,把一个选区内的选民固定在设定的投票站投票,这一政策结果让人民行动党 一目了然各个选区内的朝野势力分布状况。过后,政府可以通过组屋集体重建,来改变并重新分配支持与反对的票源。此外,执政党亦可通过选区边缘的重新划分来 削弱反对党的支持力度,从而增强自身的胜算。 由此可见,对执政党而言,新加坡的投票未必是秘密的,各别投票站的投票结果亦无秘密可言。人民行动党可以轻易的有效利用具战略价值的投票结果分布图来筹备竞选大计。这应该就是人民行动党為何能夠長期維持統治的主要因素之一。 备注:有关求情文化的论述在新加坡文献里并不缺乏,比如 Chan Heng Chee (1975, 1987), Tan Ern Ser & Chiew Seen Kong (1990), Chan Heng Kong (2005)等等。  Read More →

作者:费言11/03/2010 据早报报道,建屋发展局的最新调查显示,约86%的新加坡受访组屋屋主认为组屋“屋”有所值,因为他们所购买的组屋不但能保值,而且还可增值。 不过,我们总理李显龙(Lee Hsien Loong)、发展部长马宝山 (Mah Bow Tan)、傅海燕(Grace Foo),却常常给新加坡人泼冷水说:房子是买来住的,不是买来投机的。 多年来,许多误信新加坡组屋已经增值谎言的笨蛋,赶快想卖掉组房发笔横财,以便过着“好吃懒做”日子的懒惰刁民,发现要赚这笔投机的不义之财,都似乎不是那么得心应手。我们英明的建屋局,已经张起密不透风的天罗地网,保障没有一间政府组屋可以被“企图投机”的屋主卖掉。 【经济困难,许多人需要动用组屋资产周转】 据报纸说,企图卖屋套现,然后买了屋后才发现走投无路,到处碰壁,这样的投机而倒霉的刁民,最近越来越多了。三巴旺选区的议员李玉云说,每星期因这样的事来找她的选民,有8-10个,宏茂桥的李美花议员碰到更多,每星期15-25个案。 我并不太关心那些把小组屋变大组屋的人,因为他们一定是上赌场赢了钱,或者是投资雷曼兄弟发了财,想卖间五房公寓大屋来享受,这谁都不必为他们操心。 较令人担心的是,经过一轮无情的金融风暴和失业浪潮,许多经济不好被工厂公司裁员的,年龄大被踢走的,生意失败的,换工作后自动成了低薪无法生存的人,都希望把PAP政府多年来恩赐给他们的,而自己花半辈子血汗钱供期买下的组屋资产,想尽办法卖掉换点钱来生存过日子,或者凑点钱给孩子出国读书,让老婆去医院医病,或者还清生意失败欠人的钱财,或者筹点小钱开个饮食摊档,或者筹资再战商场。。。。最后,他们都证明自己的天真而陷于痛苦的绝望。 几年前,失业贫穷,到处求助无门的陈如川,落到跳地铁自杀身亡。令全新加坡人惊奇的是,他的名下,竟然拥有价值十几二十万的三房组屋,而他死之前,全家人吃方便面已经几个月了,死了之后,她老婆孩子,竟然穷到没有车钱搭车去停尸房认尸。就如全世界只有新加坡能让91%人口拥有组屋房产和号称增值那样,这种血迹斑斑真实又荒谬的剧情,在全世界,是独一无二的,所以,许多人开始嘲笑,新加坡人是天天在“拿着金碗当乞丐”。 报纸上没有说清楚,李美花(Lee Bee Wah)每星期所见到的那大概25户家庭的问题是小屋换大屋,还是大屋换小屋?还有更多的是,他不出声,我们就永远当成没看见的那些沉默的大多数,就如跳地铁那个陈如川那样,宁可选择自杀,也不敢动一动卖掉组屋求生存的歪念头?因为我们总理一再提醒说,卖组屋是一种不好的投机行为? 我敢肯定地猜,哪些找议员解决问题的人,至少90%的人是大屋换小屋找现金而遇到的问题。他们遇到的是建屋局布下无比严密的天罗地网,谁都别想从建屋局的组屋投机捞到一毛 钱。建屋局本来就应该做的,报喜也报忧的事,到底这种遇上经济困难,要求大屋换小屋,希望套现金来求取生存,而被建屋局拒于千里之外而千方百计为难的人有 多少?是1万个家庭?还是5万个10万家庭?为什么只吹牛说86%新加坡人对拥有组屋感到自豪,而没有数目字说,多少家庭已经穷到快跳楼跳地铁了,就算他们跪在建屋局大夏前面求情,找议员部长求情,还是无法把自己的组屋资产拿来换几万块钱救急自救? 为什么建屋局不敢光明正大,把这个“黑暗而真实”的数目字公诸于世? 【不打自招的组屋增值谎言】 有人说,政府廉价组屋的发展政策,是一种政府和人民之间的无形互信互动,互相依赖的国家默契。 嗯。。。。 世界上有见过这种“背信弃义”的默契吗?前面和你讲,组屋是政府对人民居者有其屋的恩惠政策,还有协助人民储蓄的资产增值,后面,先以“卖给云顶赌场”的 那种土地价格来算成本再来卖你屋子,赚到钱之后,再来背后一刀,千方百计限制你自由买卖屋子,(如果能够立法禁止你买卖组屋,他们也会考虑)这还算什么互 信?什么默契? 他们拿国家储备的110亿去投机买下UBS(瑞士银行)股份,现在总共亏了60亿,这叫做投资,不可以叫做投机。而人民希望把自己劳碌一辈子,以劳力血汗换来的合法房屋资产去卖掉,赚几万块来养家糊口应急或养老,就叫做贪心,叫做投机? 对这些想把自己合法的房屋资产套现五万十万元,而被套上“想利用组屋投机发财”罪名的人,英明政府给他们的答案是冷酷的:卖大买小?那你注定要倒霉碰壁了。因为我们李总理说过了,房子是买来住的,不是买来投机的。 好吧,就如你所说,房子是买来住的,不是买来投机的,那么,报纸上建屋局调查说:新加坡有86%的人,认为他们的组屋是物有所值,认为是他们的财富增值的宝贵资产,而且因此感到相当自豪。。。。 只能够用来每天睡觉,吃饭和做爱的四面墙,你卖了它就得一家人睡马路边,这还算什么增值?这不是存心在编造谎言和屁话吗? 我们建屋局的任务角色似乎已经转换了,他们似乎在确保人民的另一权力,确保你卖了组屋之后,一定全家得去睡在马路边。所有的路都堵死了,包括千方百计不让你有机会租到小型组屋来住。 不是无中生有噢,去机场外樟宜海边看看,勇敢买掉组屋而选择无家可归的人,老人小孩孕妇病人,一家大小都在海边搭营寨露营野餐钓鱼,其乐融融也。上星期,我们维文医生还发善心在国会说,有些家庭流离失所寻求援助,大人流浪不要紧,不过,必须要让每个孩子都要有栖身之所。 【售卖合法屋产,为何不是人民当然合法权力?】 一间花了一辈子血汗青春换回来的组屋,只能一辈子拿来冲凉,吃饭,睡觉,做爱,生孩子。。。。。不能有其他用途?为什么? 对不起,这都属于“投机发财”范围,这违反了政府让人民拥有自己屋产“只能住”的政策。除非你再弄点钱来,把小屋转大屋,这就比较合乎政府提升国人世界级住屋水平的英明政策。。。。 把你“卖大买小”的路全堵死了,然后留下“卖小买大”的通路让你走,再让你一辈子当屋奴,我们建屋局这种单向政策,应该去申请世界“最佳奸计”发明专利。 【千方百计在围堵操纵组屋市场,以“不正当竞争法”在操作一大盘生意?】 我想,如果不考虑政府廉价组屋的发展政策,是一种政府和人民的无形互信互动的国家契约,而如果人们还相信新加坡的司法还是公正的话,建屋局早就应该被全新加坡人告上法庭了,因为,他已经违法而犯了两条大罪。 一条是违反不正当竞争法,也就是市场垄断法。一条是违反公平交易法。 很简单,建屋局已经经营了四五十年了,却没有引进任何有利市场竞争的对手或机制,这就违反了“市场垄断法”,有蓄意以行政特权和手段控制市场的供需,图谋垄断操纵市场以谋取暴利的嫌疑。 另一罪名,制定了荒谬透顶的,只对自己有利的,完全是居于控制市场的不公平买卖条例,千方百计企图阻扰组屋市场的自由买卖,让“组屋消费者”完全处于被捆绑、被胁迫、而毫无选择任由宰割的弱势形态,这已经非常严重地剥夺了组屋产权人的基本自由交易权益和利益。例如,他们已经丧失了把合法的组屋资产自由买掉以解决生活的温饱问题的机会。这就明显违反了基本公平交易法。 人们也许又会产生另一个疑问,难道这个国家,没有任何其他缓冲的中间办法,例如这些卖了组屋的家庭,可以寻求其他选择,住进其他房子,租其他较小组屋,住进山芭屋?对不起,除了百万的私人洋房,英明的政府,早已经实现三光政策,把这国家的任何乡村和其他屋宇铲平拆光了,他们更不会傻到去建多多小组屋来租给你,要不然,可能许多懒惰的刁民就会卖了屋然后租个便宜屋在家吃香喝辣,好吃懒做。不是没地方睡,只有海边或路边露营可以给你选。你想卖屋子换钱的路,已经有几千人的精英团队,帮你想到最好办法围堵得密不透风了。 【巨额的组屋利润从何而来的呢?】 他们还有个很漂亮的垄断和控制的借口。不许政府组屋自由买卖,因为,这里面有大量的政府财政津贴?他们又忘了,在任何组屋转手的买卖中,他们都从中榨取了一大笔,难道,这还不足以还清“政府的津贴”了吗?何况,这些所谓的大量政府的津贴,那一毛钱,不是从巨额的组屋利润中获取的呢?难道,建屋局自己会印钞票? 他们说,组屋的建筑地皮必须如卖地给私人房产发展那样,以公开地价来算,这根本已经没打算要大量津贴的意思了吧?新加坡的国家土地需要花钱买的吗?的确有花点钱征用土地,以前的算法,山芭榴莲一棵赔10元,就你说土地是从人民手里廉价强制豪夺回来的,马宝山自己也不会否认。其他土地,需 要发动战争成本去邻国打抢回来的吗?1965年独立时花过钱向大马首相东姑买的吗?骗人的,新加坡的地皮,是1825年,我们的红毛祖宗总督莱佛士,从柔佛苏丹哪里骗回来的,不花一毛钱喔! 【防民如贼的日子,还能维持多长?】 任何一个交易,只许买,不需卖,这强制手段本身已经是一种很不文明的强权作风,难道,人民购买组屋的钱,是七月半用的金银纸,而不是印有薛尔斯总统头像的新币吗?把人民合法正当售卖自己的组屋资产求生的行为,污蔑为贪心和投机,这更不是任何文明的政府应该有的作为。 时代改变,许多问题也会面目全非。就如以前哪些明显没经过大脑的制度,20年前的咖啡店老板,如果在走廊摆一张桌子,也会被建屋局罚款5000元,现在,风水轮流转,90%咖啡店的桌子,都摆在咖啡店外面走廊。以前,千方百计关掉华校、消灭华文,现在,却来求神拜佛希望提高华文水平,真是一种报应天谴呀! 千方百计企图通过种种不合理、非文明手段,通过控制人民住屋、控制社会经济财政来控制操纵社会,达到长久维持政权的目的,形势上已经越来越费力了,代价也会越来越大,最终也会自掘坟墓,聪明反被聪明误。 20年后,如果我们来检讨这个“防民如防贼”却明显“损民不利己”的这个防止人民投机买卖组屋的无良政策,这些人,会不会再一次感觉自己一手遮天的霸道和愚蠢呢?到时,这些人,还有没有机会检讨自己的愚蠢和错误呢? 来源:大马论坛  Read More →
