The Singapore Navy's Information Fusion Centre "received an indication that a terrorist group is planning attacks on oil tankers in the Malacca Straits," it said in the advisory, which was reviewed by Dow Jones Newswires. "This does not preclude possible attacks on other large vessels with dangerous cargo." The Singapore Navy couldn't immediately be reached for comment. The Singapore Shipping Association declined to elaborate. More than 50,000 vessels pass annually through the Malacca Strait, a vital link connecting the Middle East and Europe to Asia. 2 Singapore men committed suicide on 3 March 2010 due to financial distress

Written by Our Correspondent According to Shin Min Daily yesterday, two Singapore men committed suicide on the same day by jumping off their flats. The first suicide victim is a taxi-driver by the name of Mr Lim who jumped from his 15 storey kitchen windows at Taman Jurong. He had lived with his wife and children in the HDB unit where the suicide occurred. Neighbors described him as slightly plump and friendly to his neighbors. It was reported that he was under alot of stress due to financial difficulties. The second victim is a 30 year old Mr Quan who leapt off from 14 storey at a HDB flat at Holland Drive to his death. He was wearing a white shirt and blue short pants when this tragedy took place. It is suspected that financial reasons may be a cause too. Despite being Asia's second richest country after Japan, Singapore has few social welfare benefits for its citizens though it is able to lose billions of dollars of its reserves in failed overseas investments. The competition has worsened lately with the relentless influx of foreigners into Singapore who depressed the wages of ordinary Singaporeans, increased the cost of living, especially that of public housing and led to an overall decline in the standards of living. Foreigners are allowed to compete directly with Singaporeans for jobs and there are no minimum wage or retrenchment benefits for local workers. Singapore's octogenarian leader Lee Kuan Yew said during an interview with the National Geographic magazine that it is a "good thing" tha the nation has welcomed so many Chinese immigrants as they are more "hard-driving" and "hard-striving" than locals. For those Singaporeans who have fallen too far behind in the rat-race as they are not hard-driving enough, suicide may remain the last resort for them.  Read More →

作者:费言 罗马尼亚公使撞死人跑回国,又赖着不回新加坡协助调查,还搞了许多花样,讲了许多鸟话,甚至还污蔑说这是新加坡政府对他进行政治迫害的阴谋。 我们杨荣文 (George Yeo) 外交部长,每天还和他在网上聊天清谈,却什么事都做不了,就剩下几句空话去安慰悲痛欲绝的死难和伤者家属,难怪新加坡人和死伤者家属都感到极度的愤怒。 令许多新加坡人和死伤者家属觉得愤愤不平和觉得疑惑的是,我们的警方在严重的死伤车祸案件还在调查时,为什么还可以让这个“明显”的车祸嫌疑犯,如此光明正大地离开新加坡?而我们的外交部,在这个外交人员牵涉的严重刑事案件中,又是如何专业地处理这种问题的? 我们外交部在严重车祸发生时,给死伤者家属和社会的交代是:不要过早下定论,不要无谓干扰,让警方去做专业和深入的调查。我们“很负责任”的新闻传媒大概也因此就噤若寒蝉,到今天,案件发生的三个月后,新加坡人还不知道到底发生了什么事。 最近,我国外交部回复媒体询问时说,我国警方在处理这起案件的过程中并没有违反我国法律或《维也纳外交关系公约》。 根据资料,《维也纳外交关系公约》第二十九条规定:“外交代表人身不得侵犯。外交代表不受任何方式之逮捕或拘禁。接受国对外交代表应特示尊重,并应采取一切适当步骤以防止其人身、自由或尊严受有任何侵犯。”这条规定,对驻在国而言有两个方面的意义: 第一、 驻在国当局、军警和其他人员不得对外交人员进行人身搜查、逮捕或拘禁、侮辱。即使外交人员触犯驻在国的法令,在一般情况下,也不加以拘捕或扣留,而是通过外交途径进行交涉,求得解决。 第二、 驻在国有义务采取必要的措施(包括派警卫人员)对外交人员加以保护,以防止其人身遭到侵犯;对那些侵犯外交人员人身安全的肇事者,驻在国应依法惩处,并向受害者及其使馆表示歉意。 看起来,我们的警方的确很专业地履行了上述的外交关系公约。 但是,在另一方面,就算不必是什么专业的外交专家,作为任何一个普通公民,人们也应该有起码的常识去怀疑,难道,所谓的《维也纳外交关系公约》,原来竟然可 以不顾一切和法律,去保护驻地的外交人员,无论他们是有意或无意地犯法犯罪?例如,在驻在国进行强奸,抢劫,伤人,车祸,恐怖活动。。。等等? 世界上真的有这种荒谬的外交公约吗? 怎么会没有呢?很明显的,我们专业的警方,就是根据这点让明显涉嫌严重车祸的罗马尼亚公使离开新加坡的。难道不是吗?如果任何一个新加坡公民涉嫌这么严重的车祸,他早就被逮捕了在牢里了,甚至严重到不得保释。 我们的警方和外交部,这回又似乎表现得不太专业了。怎么说呢? 《维也纳外交关系公约》第29条,同时也有这么提到: 【但是,不可侵犯权并不是绝对的,当外交人员的行为严重地危害当地社会秩序或驻在国的安全、不加以制止则损害将继续扩大时,如进行政治阴谋、间谍活动、行凶、殴人、酒醉开车闯祸等,驻在国可以在现场采取必要的措施,包括现场监视、暂时拘捕等,予以制止。】 对呀,我们的警方完全可以在礼貌照会通知罗马尼亚大使馆之后,对这个嫌疑犯进行软禁或实施暂时扣押,至少,可以扣留他的护照,告诫他,在案件调查期间,暂时 不得离开新加坡,为什么我们的警方没有这么做呢?难道我们的警方,因为他是外交人员,竟然怕事到不敢维护法律的公正,在自己的国家,不敢行使自己的法律去 保护自己的国民? 什么时候,我们的外交水平地位,竟然沦落到如此丧权辱国的地步了? 看起来,似乎又是警方和内政部长的失责和错误了?这次问题,我却不这么看。 在韩国,菲律宾和日本,这3个与美国签订战略防卫特权协议的国家,都曾发生过驻地美军强暴当地少女,酒后殴斗,抢劫的严重案件。按照双方签订的军事合作协 议,这些犯罪的美军,在地国都无权提控和处罚他们,必须交给美国军方自己处置。但是,后来,在激烈的反对抗议压力下,许多犯罪的美军都被交给驻地国的法庭 进行审讯,这也就是美国驻冲绳岛美军基地,在抗议声中要被到处逼搬迁的问题背景。 以任何一种常理推想吧,不可能有任何一个国家,能够接受一 种事实,即允许外国人,即使他是外交特权人员,在当地胡作非为,例如强奸,抢劫,驾车撞死人,然后在地国在所谓外交特权保护下,对他束手无策,乖乖让他自 由自在逍遥法外,因为,这已经严重违背了起码的社会正义和社会公理。 我估计,让罗马尼亚公使撞死人了,还在三天后,能够逍遥法外回国去医病,发生的情节大概如此: 1.警方根据许多人证物证,已经基本确定肇祸者的身份,但是又碍于外交特权公约,不敢逮捕他,甚至不敢传召他问话。 2.车祸发生的三天后,一位车祸伤者在医院死亡了。当这个车祸公使公然要跑路回国了,我们的移民官员也不敢阻拦他。 3.回国后,他就安全逍遥法外了,故意天天在那边讲鸟话!说这是新加坡政府在对他进行莫须有的政治迫害。 我想,我们的警方或者机场的移民局官员,都是很专业和尽责的,他们也不会笨到自己去扛下放走严重刑事犯的罪名,在事情发生的时候,他们一定去请示内政部高 层,例如内政部长。内政部长也没这么笨,他也会去询问外交部,外交部长给他的专业指示可能是:可以放他走,以后再叫他回来。。。。我们没有其他办法! 所以,我觉得,我们的内政部这回在这个问题上,可说是一点责任都没有。 新加坡,什么时候沦落到如此丧权辱国的地步了? 罗马尼亚公使喝醉酒撞死人,然后逍遥法外开溜回家去,发生如此丧权辱国的事,第一个该捉来打屁股的人,是外交部长杨荣文准将! 这里特别送他28个字,以资勉励! 辱国丧权何堪耻,庸官何德享厚禄? 当官不与民做主,不如回家种番薯! 来源:大马论坛  Read More →
