张保罗:人均居住空间越来越大 新加坡还可住更多人

编辑:梁嘉芪 《联合早报》 张保罗博士(57岁)上周来新参加建屋发展局为庆祝成立50周年而举办的国际住屋大会。   他在香港出生,在新加坡和美国受教育,早已成为新加坡公民,1991年至2004年担任新加坡首席统计师 (Chief Statistician),过后到纽约出任联合国统计处处长。去年受委为中国国家统计局的高级顾问。   香港、新加坡、纽约,他人生的大部分都在这三座高密度的城市里度过。他非常享受高密度城市所提供的丰富且多元的服务,想要什么都唾手可得。过惯了高密度城市的生活方式,他承认自己将很难适应低密度城市的生活。   “比方说纽约,什么都可以在那里找到,要上哪儿做什么也很方便。你只要搭一趟电梯或开一扇门,就可以从一个熙熙攘攘的地方,去到你自己的私人空间。”   再看香港。他指出虽然当地的发展不均衡,有些地区非常拥挤,但这也是有办法适应的,例如人们可以选择在周末避开繁忙的购物区。   至于新加坡的优势是基础设施发展得非常完善,公共交通又四通八达,加上公共空间的扩大,使得更多人能舒适地在面积不变的国度里共处。   “在城市设计、城市设施和提供高素质的城市居住环境这方面,新加坡肯定是达到了世界水平。”   张博士也认为本地的休闲设施非常充足,甚至远远超越纽约和香港。   虽然我国人口从1986年至2007年增长了约200万,但绿色覆盖率不减反增,从占全国面积的35.7%增至46.5%。而政府在去年四月宣布的永续发展蓝图里还打算更进一步,在2020年之前把绿色空间增加900公顷,到了2030年将让每1000人可享有0.8公顷的公园用地。   另外,政府也计划最迟在2020年将现有的长100公里的公园连道延长三倍,达到360公里。到了2020年也将开辟面积达820公顷的蓄水池及长90公里的水道,两者在2030年将分别增至900公顷和100公里,以作为消闲用途。因此,国人的休闲空间正在不断扩大。   他说:“当然纽约的优势是有腹地,纽约市民若想到空旷的地方去透透气,可开车到新泽西州、康乃狄格州或纽约郊区。但是新加坡也有腹地啊!国人不是经常去曼谷购物、去马来西亚打高尔夫球或到峇淡岛放轻松吗?”     记者问他难道不觉得新加坡的面积只有700平方公里很小吗?他答说:“这是绰绰有余的。”   以土地资源来说,他指出我国还未动用一些保留给住宅区的地段。而且新加坡还可向上发展,如大巴窑已建有40层高的组屋,另外也可向下发展。“在地下乌节路购物,应该会更凉快。”   他认为市区里还有很多空地可以建造大楼,而一些服务和活动也可外移到淡滨尼和裕廊等区域中心。   国人常抱怨新加坡的空间越来越小,张博士却认为空间是有的。他指出,几十年前好几代人挤在一间屋子的情况已不复在。现在每户家庭的平均人数是3.5,而且还是包括女佣在内。而多代同堂的家庭只占总人口的7%。   建屋发展局的数据也显示组屋的人均空间正逐渐增加,同其他城市相比也更为宽阔。   调整住屋模式 让外国人也住组屋   新加坡自治后便开始努力在这片国土上耕耘。建屋局在1950年成立后,便马不停蹄地增建组屋以解决屋荒问题,而市区重建局也每隔五年和十年更新发展规划蓝图,为的是确保能以最有效的方式去使用每一寸宝贵的土地资源。于是甘榜(乡村地区)逐渐被组屋区取代,英国殖民地时代的古典建筑物和现代高楼大厦并排,原本恶臭无比的新加坡河如今也为夜夜笙歌的娱乐场所增添情调。50年下来,我国城市面貌已基本成型。那么还有哪些方面是需要调整的?   张保罗博士上周在国际住屋大会上演讲时,就围绕着如何为新加坡的新人口面貌作出相应的住屋规划。他指出外国人的加入,将显著改变新加坡未来的人口面貌,但目前的住屋模式却不能满足新的需要。   建屋局今年将兴建第100万间组屋。他认为本地的组屋供应基本上足够,关键是如何作出调整,让外国人也有组屋住。   他指出在纽约,几乎每一栋大楼都有出租单位,方便外地来的人“easy...
