李光耀拥美制中谬误何在

作者:国际金融报 新加坡「教父」李光耀日前在美国发表「拥美制中」言论,在中国民间激起轩然大波。新加坡舆论指责中国网民 (netizens) 的正当质疑为民族主义,并为李光耀先生喊冤。事实上,「中国威胁论」和「拥美制中」确非李光耀首创,近20年来,这一「合唱」在美欧、日澳等国家和地区此起彼伏,可国人为何偏偏揪住李先生不放呢? 主要是「华人情结」在中国人的心中作祟。在国人心中,新加坡330万人口中,华人占了76%之多。为何反要帮他人的腔,拆中国的台?这就是国人气愤的心理根由所在。 在这里,国人再次被「华人情结」误导了。新加坡虽是华人占多数,也被西方归于「大中华圈」,但它毕竟是一个独立的国家,而且新加坡的华人精英阶层早已西化。新加坡独立建国后,「国父」李光耀先生便开始了去中国化进程:关闭了传播中华文化的南洋大学;并以英语取代汉语作为国语。当然这段历史鲜为国人所知。由此,我们就不难理解为何新加坡的统治精英多成了「黄皮白心」的「香蕉人」了。 有人说,李光耀也曾为中国说过好话,做过好事,并举苏州工业园区为例。新加坡的确为中国的改革开放作出了贡献,但新加坡从中国的发展中同样获益匪浅。 更主要的是,李光耀所说教于各国的「制衡中国论」本身是个谬误,其实质还是「中国威胁论」。因为有威胁才需要制衡,如果将中国看成是和平力量,何需制衡?美国是世界上头号经济和军事强国,而且是惟一的超级大国,其一年6800亿美元的军费开支是世界其他各国军费开支的总和;美国的各大地区司令部统辖的并非是美国全国各州而是将全球各大洲置于其军旗之下;美国对格林纳达和巴拿马等邻国的公然入侵仍历历在目,进入新世纪它又悍然发动了阿富汗和伊拉克战争;美国还是世界头号军火商;世界各地的冲突与动荡也多与它有涉。可奇怪的是,新加坡从未宣扬过「美国威胁论」,从未鼓吹过需要「制衡美国」。相反,它甘愿为美国提供了永久性海空军基地,以助美国控制马六甲海峡等重要海洋通道。可奇怪的是,李光耀先生却对中国海军可能会驶出台湾海峡表现得忧心忡忡。这样「只许州官放火不许百姓点灯」式的逻辑难道还不令国人感到惊诧么? 当然,李光耀和新加坡媒体一直以所谓保持亚太地区的「军力平衡」为辩解。事实上,冷战结束后的20年来,世界上只剩下美国一超独霸,这让世界一直处于一种失衡状态。因此美国才有恃无恐,我行我素地发动战争,连美国的一些欧洲盟友都觉得一超独大的世界太过危险,对美国应该有所制衡。近年随着中俄等新兴经济体的崛起,世界正在形成一超多强的格局,并向着多极化方向发展,但多极化还远未能成形,而中国只是多强中的一强罢了。因此,现在提倡制衡多强的崛起无异于在削弱世界对美国的制衡,客观上就是在维护失衡的世界格局。也许这正是李光耀「拥美制中」的真正用意所在。可见,他所要求的并不是真正意义上的「平衡」格局,而是继续由美国来一统天下。 历史告诉我们,力量的平衡是动态的,世界不可能存在永久性平衡:失衡-平衡-再失衡-再平衡……这才是事物发展的客观规律。冷战时期的美苏平衡走向了美国一家独大的失衡;现在则又向着一超多强的格局演进,最终世界将走向一个新的多极平衡。从规律上来说,遏制中国崛起终将是徒劳的。事实上,毋需李光耀建言献策,美国一直在试图遏制中国的发展:它不仅自己严控对华高技术出口,如禁止超级计算器的出口;而且操控巴黎统筹委员会阻止欧盟的对华武器贸易;同时美国还压制以色列向中国出口空中预警和空中加油机等。但中国通过自主研发,现在不但有了空中加油机和预警机;也研发出计算速度世界第四的超级计算器。由此看来,李光耀的「拥美制中」论有悖于世界发展的历史潮流。其实,只要中国人自己不瞎折腾,任何人也阻挡不住中国前进的步伐,正所谓「两岸猿声啼不住,轻舟已过万重山」。 不过,在此想提醒国人的是:应尽早抛弃或至少淡化埋在心底的「华人情结」和「汉语情结」。骆家辉是华人,还会说广东话,但他毕竟是美国人,如果我们不为他出任美国商务部长而欣喜,那也就不会为他在「轮胎特保案」中的作用而大失所望了。澳大利亚总理陆克文是位「中国通」,还能说一口流利的普通话,但他是澳大利亚人选出的总理,他要维护的是澳大利亚的国家利益。相反,这些人正因为是华人或懂中文,往往会因避嫌而更加为难中国,以示与中国划清界线,讨好其国内舆论。我们不如早些丢掉幻想,全力以赴地致力于提升自己的综合国力。 来源:http://news.cnyes.com  Read More →
